The Attributes system was designed to allow attributes to be tagged to a number of different kinds of things (Groups): Semester Courses, Curriculum Courses, Discovery Clusters, Discovery Programs, etc. This mechanism provides a way of specify which Attribute Types apply to which of these Groups of things.
