Attribute Owner is an bit overloaded term. In general it describes the system for determining who can use which attributes. It can refer to a structure that relates Academic Entities to Attribute Types. This is part of the basis for deciding who can apply which attributes. The second send of owner is a basic cross between users and Academic Entities with the Attribute system. This is in effect the second half of the system to determine who can apply attributes.
